    1202 This (using an FDO circle in 3D) works for round-tripping and a few special functions such as tessellation.  However, there are several weak points in Map that assume circular arcs to be in the XY plane.  These should be addressed by the time that we add support for more geometry types, assuming that 3D support will be required for all of them.
