King.Oracle: Support FDO Join APIs

Description
MapGuide trunk now supports using FDO Join APIs for high-performing ad-hoc Feature Joins between classes from the same feature source. Of course this relies on the underlying FDO provider actually implementing the FDO Join APIs for this to work.
Currently the providers that do this are SQLite and SQL Server
The King.Oracle provider should add support for these APIs allowing us to have the same high-performance for KingOracle to KingOracle Feature Joins.
