t.rast.gapfill for time instances

Description
Module t.rast.gapfill interpolates gaps in interval data. It doesn't work with time instances. The suggested behavior is to use the time granularity to find and interpolate the missing data, so for example when we have data from years 2000, 2001, 2005, 2007, it interpolates 2003, 2004 and 2006. This behavior is meant for regularly measured data with some gaps, not for irregular data.
I already discussed it with Soeren.
