also tested with nc sample data, there it seems to work:

v.clean input=streams_oneline_quads@user1 output=streams_oneline_quads_clean type=point,line,area tool=snap,break,rmdupl thres=0.01,0.01,0.01 v.dissolve --verbose input=streams_oneline_quads_clean@user1 column=dis output=streams_oneline_quads_clean_dis

it doesn't help
You need to specify the feature type to be cleaned:
v.clean type=boundary
I do not understand why this is needed, but this helps.
