d.northarrow incosistent placement when rendering to file/screen

Description
By further tests d.northarrow is rendered using at= paramter and
- when it is a screen display: at= parameter is used as top-left of the graphics box containing the north arrow
- when it is a file rendering: at= parameter seems to be the center-center of the northarrow (which is better, I think as northarrow is somehow a "central" nature graphics figure (barscale is linear and legend is areal)
See jpg file attached to this ticket. File rendering is on the left, screen rendering is on the right of the screenshot. All cartographic elements are located at=20,20 by parameter (percent).
Another discovery is that placement on the off-screen (file) rendering is very precise, corners/centers of gadgets fit very precisely at 20,20 percent, meanwhile on display they don't.
