Description
When creating a new Flexible Layout, if the site version >= 2.4 a tooltip toggle widget needs to be added to the default layout.
This is because the Maptips widget is now a UI widget, and must be present in the main toolbar or tooltips will not work as this widget is required to toggle it on/off
