http://download.osgeo.org/ , which is one of the repositories GeoTools relies upon, is no longer hosting artifacts.
It seems like the domain may have expired - visiting that page now gives a generic hosting provider page.

I can see the geotools maven repo http://download.osgeo.org/webdav/geotools/ - perhaps just webdav upload is broken? Could we be having an SSL argument between build.geoserver.org and download.osgeo.org ?

As of now it seems to be functioning fine, although it was definitely failing a little while ago, as it was causing my maven builds to fail. Everything seems fine now, perhaps someone fixed the issue this morning?
I have attached a screenshot of what I was seeing before.
I am getting 404s for those artifacts now (e.g. http://download.osgeo.org/webdav/geotools/org/apache/maven/plugins/maven-surefire-plugin ) but maven is delegating to another repo so my problem is fixed.

For what it's worth, http://download.osgeo.org/ is working for me. Perhaps that is DNS caching or perhaps this is a local effect?
