Move www.osgeo.org to osgeo7 (wordpress container)

Description
www.osgeo.org is currently hosted on web18a (which is a VM provided by OSUOSL). This was done as a temporary solution until we had enough server to run it ourselves.
I think now is the time. Right now I have an image of web18a that is several months old running on osgeo4 as wordpress-dev. Preliminary tests I've done show that the wordpress-dev is faster than production. Rather than figuring out what's wrong with web18a, I think its time to just move it and then if speed is still an issue troubleshooting then.
That said I'll make another image of it this week on osgeo7 and repeat all the steps I did for osgeo4.
Note this move also means redirect for www.gdal.org and also moving over foss4g2018 which was also housed on web18a.

Moved proxy for www.gdal.org to osgeo7 and shutdown the apache service on web18a. I'll let it sit for a week to make sure nothing missed and then tell osuosl to shutdown web18a VM.
I have moved over 2018.foss4g.org and www.osgeo.org to osgeo7.
I'll close this out once I've moved the proxy for www.gdal.org to osgeo7 and shut down the services on web18a.
I figure I'll give it a day or 2 for dns to propagate before I shut down the old site. In mean time people should refrain from making changes to the site.
