Matrix homeserver slow

My clients seem to be getting timeouts while trying to fetch history from matrix rooms from the matrix homeserver. Discovered an hour ago but could have happened any time during the last 10 hours or so

could be osuosl network. downloading from download.osgeo.org seems to be slow for me.

Getting speeds around 900kb - 2.5mb/s

where as last time I checked was 20-30MB/s

Actually maybe its specific to osgeo7.

seems to be fluctuating a lot like 15 minutes ago was at 800kb - 2mb/s. Now it's at 3-6MB/s but still much slower than osgeo8 `
