Patch update and reboot of osgeo3

Osgeo3 has been up for 113 days. Time for patch update and reboot.

I'm going to start shortly. Affected services are listed in: ​https://wiki.osgeo.org/wiki/SAC_Service_Status#osgeo3

Most critical being:

repo.osgeo.org
matrix.osgeo.org
geo-docs (planet.osgeo.org, geoserver and geotools docs)

I don't expect more than 15-30 minutes downtime.

Done and ran patch update on osgeo3-nginx

Also had to run below on osgeo3-nginx to disable services not working and really not needed

 systemctl disable binfmt-support.service
 systemctl disable systemd-networkd-wait-online.service
 systemctl disable systemd-journald-audit.socket
 systemctl mask modprobe at drm.service
 systemctl mask systemd-logind.service
 systemctl disable systemd-networkd.service
 systemctl disable systemd-resolved.service
 systemctl mask systemd-journald-audit.socket
 systemctl disable systemd-networkd.socket
