"create survey" link in limesurvey gives 404

Description
I'm trying to create a survey in limesurvey (for the charter member elections). I can log in to limesurvey with LDAP credentials and (should) have CRO permissions.
When clicking on the "create survey" link (which leads to https://limesurvey.osgeo.org/index.php?r=admin/survey/sa/newsurvey ), I get a 404 error page with the error message «The system is unable to find the requested action "survey".»

Where are you finding the "Create Survey" link ? I do see a + icon on the /admin page (which I have to enter manually in my browser) and that link takes me to https://limesurvey.osgeo.org/index.php?r=surveyAdministration/newSurvey which works
