Add citation information for projects

Description
For project developers in academic environments, one of the most important concerns is whether or not users cite will cite their projects when they use them in their papers. GitHub recently added support for this: https://docs.github.com/en/repositories/managing-your-repositorys-settings-and-features/customizing-your-repository/about-citation-files
It would be cool if OSGeo had something similar. A quick and easy first step would be to add a "Paper" icon option to End-user/Developer resources.

I ended up using the "Info sheet" icon, as it seems pretty close to "Paper". I also added a "Cite" button to the TorchGeo project that should be pretty visible. I'm okay with closing this issue, or keeping it open if you want to explore additional ideas.

While we were able to add a DOI button prominently (e.g., https://www.osgeo.org/projects/grass-gis/), it would be great to have a new icon option to End-user/Developer resources on the OSGeo website.
