Program Compatibility warning messages on Windows7

• using Windows7, after pressing <Finish> after an osgeo4w-setup.exe install, or even pressing the <Cancel> button at any time during the OSGeo4W install, Windows7 opens the "Program Compatibility Assistant" window with a warning (see attachment).

• this seems to be a warning from a change in the manifest change for Windows7 (​http://msdn.microsoft.com/en-us/library/dd371711%28VS.85%29.aspx)

• great news: the japan team added the compatibility change that i referred to in this ticket, to setup.exe.manifest
• i've tested it with several Windows7 VMs successfully
• committed in r1149
