Description
If the OSGeo4W.bat command shell initialising script is run from a location with spaces in the directory path, then it will fail. This issue is commonly encountered when using the standalone QGIS installer (1.8.0.1) as the default Windows install path is C:\Program Files\Quantum GIS...
The following QGIS bug report gives modifications to two of the batch files called in the initialisation sequence (osgeo4w.bat and o-help.bat) that appear to solve the problem.

thank you for reporting this. I've fixed both batch files and updated pkg-shell. They both work locally on my machine with osgeo4w_root set to a path with spaces. Please test and re-open if needed.
