I'm trying to install QGIS 3.18.0-5 and 3.18.0-7-981c306f-1 with testing installer on a computer without admin privileges, and at the end of the install I get this error:

Besides the error, gdal302.dll is present in that folder.

I don't if it's related, but then I cannot use SAGA raster algorithms inside QGIS, because io_gdal fails to load.

gdal302.dll is not part of testing. Looks like your mixing installs.

I've deleted completely OSGeo4W64 folder for two times and reinstalled everything with testing installer and gdal302.dll is present inside ..\OSGeo4W\bin. And that crssync.exe error keeps popping up.

Also: [2021-02-23/21:46:26] Loading library: C:\OSGEO4~1\apps\saga\tools\io_gdal.dll...failed

ok, very sorry, gdal302.dll it's obviously GDAL 3.2 and therefore and expected file. Do you have libcurl.dll? Might there be a different version in %WINDIR%\system32?

Yes for both, I have have ..\OSGeo4W\bin\libcurl.dll (last modified at 06-10-2020) and %WINDIR%\system32\libcurl.dll (last modified at 29-11-2016).

So, that's definitively the problem, but I don't have admin privileges in that machine. Any hint Jurgen?

Besides that, it's a local problem and so I think this ticket can be closed.
