Add in an LRS function using SQL/MM function naming, replaces and enhances SE_LocateBetween currently in SQL/MM package. Offset allows derived geometry to be offset to left or right of parent.

Added in SQL stubs at r8620. Need to bind them to C for permanent situaltion
