ST_Dimension should respect type of EMPTIES

Description
Currently ST_Dimension returns 0 for empties, no matter type. We should instead return a value reflecting the type.

The manual documents that the maximum dimension is returned for collection of mixed spatial types. I'm not sure how's that useful.

tshaub suggests -1 for collections
