Description

README.raster found in root of trunk is out of date and needs updating or removal. I'd say remove it.

I'd say merge any valid details to README.postgis, then rename README.postgis to simple README, without an extension.

It's a minor detail, but GitHub (i.e. ​https://github.com/strk/postgis) scans for a README file to display when viewing a directory (e.g. ​doc/ has a README).

I've attached a patch that would move content to the README.postgis (or README file, if moved). Please revise the patch at #1670 to make sure I moved everything important. I remove the GDAL Python bindings, since that's old stuff.

I recommend keeping bits of this file, moving it to raster/: 

svn move README.raster raster/README`

Two things:

-No more need for GDAL binding

-Add a note on some of the variables we have to set (just in certain environments? like Windows?): PROJSO, GDAL_DATA, any other?
