There is a TODO file at the base of the PostGIS trunk. "what the hell is this?" and "how is it different from our 2.0.1 milestone list?" No it doesn't have to be done for 2.0.0...

I'll create a general raster TODO in the raster/ path for 2.1. Any TODO in 2.0 should be "Fix bugs".
