windows stack builder handle passwords with special characters

Description
Thought I had this on list already, but guess not.
Windows tackbuilder install does not work right if you are using md5 and have special characters in password such as
space, apostrophe or %
e.g http://postgis.refractions.net/pipermail/postgis-users/2012-June/034548.html
Will try to fix this in 2.01 release and creaeate a newer 1.5.4 installer (which we haven't pushed to stack builder yet anyway)

I'm seriously thinking of ditching the whole create template database now that we have extensions. The only reason the password thing is even necessary is because of that and the option to build a sample database (which I have checked off by default).
