[raster] Change raster constraint for blocksize

Description

Since rasters tiles are no longer padded and not all tiles may have the same dimensions, the tile size (blocksize) constraint needs to be tweaked to be <= instead of =.

Status: new → closed

Closing this ticket as the solution here is temporary at best and not the "correct" solution at worst. Ticket #2143 is where the blocksize constraints and blocksize columns of raster_columns should be discussed.
