[raster] Performance test suite

Description
It would be nice to have a standardized performance test suite. This way, performance regressions can be caught quickly.
A possible sample dataset is the dataset from Open Source GIS: A GRASS GIS Approach. The dataset itself would not be the code repo but rather pulled from the server on the first run and updated if need be.
The tests should be realistic to what an end user would do with the data (or maybe what the exercises in the book does).
Performance numbers from the test suite will only be applicable to the local computer running the suite and only if the suite is run at least once to establish baseline values.

I was thinking of building the performance suite as I work through that book. Also gives ideas of what capabilities should be added to PostGIS raster.
