Get websites to change postgis links to new website

In scanning I'm seeing a bunch of sites that have the old domain name postgis.org. I think we should ask Refractions to stop the old domain and postgis.refractions.net since its causing a lot of confusion.

And also get with these folks to have them correct the pages
