sfcgal cunit tests do not seem to run

Description
I see an sfcgal cunit test and even see it in the /liblwgeom/cunit/Makefile.in, but even after building with sfcgal, it doesn't seem to be running.
am I imagining things here:
The postgres tests are running though.

CXXFLAGS was used instead of CFLAGS in Makefile.in (patch)
