permission denied on docs and files

Of late when debbie builds docs, the permissions on the files no longer seem automatically world readable. I suspect this is a result of the last jenkins upgrade I did which said it was a seucrity patch of some sort.

When someones complained of this problem in 2.1, as part of the job I set permissions on the generated docs to be world readable.

I suspect this affects tar balls as well. Nicklas just noticed with the 2.2 docs.

Reset permission on docs folder and as part of 2.2 job set to reset permissions. Need to do for other jobs.
