postgis_upgrade.sql is missing from rc2?

I can't find postgis_upgrade.sql in rc2 tarball. Is that intentional?

Yes, it has been replaced with

postgis_upgrade_13_to_14.sql
postgis_upgrade_12_to_14.sql	
postgis_upgrade_14_minor.sql
