Improve --dumprestore tester

Description
Right now --dumprestore switch of run_test.pl simply dumps and restores a just-initialized databases. Instead, it could add some postgis objects in it before dumping and then check those objects are still there on restore. Such objects should include custom SRIDs, geometries and (if enabled) rasters and topologies.

This is now actually done, it does allow adding objects in the "before upgrade" hook, and it indeed shows failures too already, in bots that are testing it (gitlab-ci)
