Description
The function was added with r14432 (for 2.3,0) but did not come with documentation.
It's what populate_geometry_columns used to be for geometries, but for topology layers. Looking at constraints it'll guess what layers were available. It fails to determine hierarchies as no constraints are set for those layers.
