Description

As noted by pnorman is his cost analysis and others on IRC, using deprecated function calls kills performance big time.

Time to expunge those from tiger geocoder which I had left in because well I needed to support older PostGIS versions with newer tiger extensions for clients that couldn't upgrade. No more of that for 2.2+.
