Add costing and parallel safe flags for SFCGAL functions

Description
Most of the SFCGAL functions should be marked as parallel safe.
I think the costs on those functions are way off. Most should be higher - probably at least 5 times higher.

Parallel safe was added in r15513.
Costing should not be touched until Postgres fixes their inlining.
