Description
It is fairly common to see GIS datasets with duplicate geometries because data consumers are deemed too lazy or incompetent to do a one to many join. Thus this operation would be incredibly useful -especially if it had an optional tolerance parameter.

Can you describe how the proposed aggregate would work? Some mock SQL, maybe?
