Dronie and gitlab running GEOS 3.4.2 need to be upgraded to 3.5.0

After I made GEOS 3.5.0 minimum, both dronie and gitlab are failing.

Dronie needs an update of the docker image, check out the build-test image in https://git.osgeo.org/gogs/postgis/postgis-docker.git

it turns out my Ubuntu 14.04 PostgreSQL 9.6, PostGIS 2.3.3 I got from I think apt.postgresql.org is also running GEOS 3.4.2, so I think this should be tabled till 2.5 to give packagers more chance to upgrade.

While Dronie is ready (GEOS 3.6.2 there) GitLab is still to be verified, thus reopening
