This step is missing from HOWTO_RELEASE, that's probably why it got overlooked. Worth fixing there ?

it didn't really get overlooked, but agree it should go in how to release, but we only do it for the first minor since that point transifex has flipped to the next minor.

forgot did another push at r17881

I have successfully built de/it_IT, BR pdfs. The asian ones is still an issue and troubleshooting the html building of those
