Description

While working on a testcase for #4881 I realized that GetTopoGeomElements, and its friend GetTopoGeomElementArray both drop the sign of element identifiers in the relation table. The documentation does NOT mention element_id sign so this is not necessarely a BUG but for sure it is a limitation that we probably want to overcome somehow. Maybe by adding an optinoal parameter to the function to retain the elements sign..
