[wktraster] Do we still need that pixel val notice

Description
We have a pixel val notice message in the ST_Value function. I'm sure its not helping speed (as I recall I think when I remarked it out I got much better performance). Its definitely causing a lot of noise in my output so hard to tell when I really have problems.
Can we get rid of it or at least put it as a DEBUG level something or other.
