Chip cleanup - get rid of chip

Description
Does anyone know if anyone is using the chip data type? It would be nice to get rid of it and its related functions since there is a lot of overlap with the WKT Raster raster type and the raster type is already much further ahead than chip is and is documented.

strk -- are you offering to do this? The sql functions are already no longer installed so that piece is done so would just be removing it from the actual code base.

#1 person we should get OK from is Chris. The only production use of Chip that I know if is in a Refractions product. It may be long defunct now, and/or continuing but happy to be on old versions, but we should confirm.

Got rid of it in r7711. Some refs are left in doc/rfc/postgis_rfc_03_sheet.txt which has CRLF line endings (dos) making it hard to read/edit on a unix system...
+1 for dropping any reference to it before 2.0.0 comes out (it also pollutes liblwgeom.h)
