Description

This is breaking the address_standardizer out of the #5165

address_standardizer doesn't use all the machinery utils we have so has to be dealt with separately anyway.

I will have a similar ticket for postgis_tiger_geocoder.

Change address_standardizer and postgis_tiger_geocoder
CREATE EXTENSION to use CREATE instead of CREATE OR REPLACE.
