Description
Try this:
regress/run_test.pl -v --extension --upgrade-path unpackaged2.5--3.3.0dev regress/core/regress
Fail by not finding raster (and why should it?)

This bug is hit by Dronie: https://dronie.osgeo.org/postgis/postgis/3413/1/2
I think it was hidden before commit [75c6cf22148a5976255cc331b6314afcd2596a70/git] which fixed a bug in evaluating whether or not a version had split raster
