Translated comments should be built

Description
There was a time when at least de comments translations were built and I see that in the 3.3 release, but the 3.4 doesn't have that.
This should be a separate bundle zip for each language that has completed translation or close to completion. So that would be currently ja and fr and possibly de.
Come 3.5.0 I think we should have all these as separate zip files, even the english one and not package them with the tar balls anymore. Then add an instruction for users to download their preferred language one and install.

I'm thinking maybe we should have a single bundle for all comments files. People can pickout the ones they want to install, or you think it's better to provide file for each set.
Anyrate maybe we can table this till 3.5.0 and leave things as they are now.
