Update NZ projections for grid transformation support

Description

This patch modifies the spatial_ref_sys table proj4 parameters so the NZGD49<->NZGD2000 transformation grid is used. Also in the case when the grid is not found the lower accuracy 7 parameter transformation is used.

Is there a reason we are not applying this patch. I'm tempted to before 1.5.3 release?
