Add regression tests for OGC predicates vs EMPTY cases

Description

For all the tickets, like #683, #684, #685, we should have some regression tests now that there are fixes in place. I have tried to match the fixes to the guidance at DevWikiEmptyGeometry.

So you want me to put in regression tests for 1.5? In tickets? or create a new .sql/expected file?

Fixed with r8415. I taken all of the advertised requests, not considering the comments except for ST_InteriorRingN which to me makes more sense as returning NULL.
