Description
- some parts of the installer may require Administrative rights (such as installing an Apache service)
- investigate how to modify installer /setup files accordingly

- a few days ago, Hayashi-san and Sakurai-san looked at this Administrative rights issue
- they discovered that this can be set in a manifest file (http://support.microsoft.com/kb/944276/)
- tested by having Apache install its service in the installer's postinstall (apache-2.2.14-2)
- successful with Windows7
- should work with Vista, but should not with XP
- committed in r:1144
- will need to regenerate osgeo-setup.exe and create a new setup package (will again email to list)
