geos: request to add geosop

Since GEOS 3.10.0 released 2021-10-20 there has been a handy command-line utility ​geosop, which is built by default to bin.

This request is to include the utility when installing the geos package from OSGeo4w.

I think it is simple as adding bin/*.exe to ​package.sh.
