Description
I see the PostGIS project uses travis for testing on linux. What about starting to test on windows per commit as well? This can be done with a free account on http://appveyor.com/.
I'm not familiar enough with building postgis on windows to offer a pull request of an appveyor.yml, but I am familiar with building other C/C++ based software on appveyor so I can be a resource there.
My ultimate motivation is that for TileMill, which we test on appveyor, postgis will be easy to get installed. I figure the right place to start is to get the postgis code itself running on appveyor.

We currently test windows (both 32-bit and 64-bit) on every commit using Jenkins and in fact also make windows builds on every commit.

That said it's always good to have more bots testing things. How much trouble is it to setup appveyor? Would you be willing to help us out?
